Pulsar or AXA's travel cover in Mexico: what actually changes when you need a doctor abroad?

Pulsar editorial team · Checked on 2026-10-01 against the conditions AXA Assistance (AXA Seguros Seguro de Viajero in Mexico; AXA Partners in Colombia) publishes.

"AXA Assistance" means different things depending on where you stand. In Mexico, the document you can read is the Seguro de Viajero of AXA Seguros, an insurance policy. In Colombia, the old axa-assistance.com.co address now sends you to AXA Partners [3]. This page reads the Mexican conditions closely and says plainly what it does not cover for Colombia.

Because the Mexican document has no plan tiers, we set it against Pulsar's Standard plan (USD 50,000) and Superior plan (USD 100,000) and compare how each one works rather than plan against plan.

Who is behind this product, and who do you call?

The Mexican conditions are issued by AXA Seguros, S.A. de C.V., and protect only insureds who live permanently in Mexico (clause VI.2) [1]. They define the assistance company as "La compañía designada por la Aseguradora para prestar Servicios de Asistencia" [the company designated by the insurer to provide assistance services] (definition 8), and the text we read does not name it [1].

In Colombia, the AXA Partners site we opened greets visitors with "TE DAMOS LA BIENVENIDA A AXA ASISTENCIA COLOMBIA" [we welcome you to AXA Asistencia Colombia] and describes travel solutions, including a 24/7 doctor by app or phone, which it calls Teleconsulta [2][3]. The page describes a B2B2C model, designing these services with business partners [2]. This page does not use a Colombian conditions document, so nothing below about Colombia goes beyond that.

Pulsar is sold by Asteroid LLC in Aventura, Florida. Assistance and claims are run by MDabroad (US & UK Medical Abroad, LLC), in international medical assistance since 2000, with 85,000+ contracted providers in 150+ countries. Medical benefits are insured by the insurer named in the voucher email [7].

How high are the medical limits?

The AXA conditions do not print a figure. They define the sum insured as the limit stated in the policy schedule (Carátula de Póliza), according to the coverages the buyer chose [1]. You find your number when you receive the policy, not in the general conditions [1].

Pulsar prints its limits per person: USD 30,000 (Basic), USD 50,000 (Standard), USD 100,000 (Superior) and USD 150,000 (Prime). On Europe trips Basic is EUR 30,000, the Schengen minimum [7].

What happens with pre-existing conditions?

AXA's medical expense section excludes "Cualquier Padecimiento o Enfermedad Preexistente" [any pre-existing condition or illness] (section III.1, exclusion 1) [1]. The definition (definition 40) covers conditions diagnosed before the contract, shown in a medical record, diagnosed by tests, or for which the insured had documented spending on diagnosis or treatment before the contract [1].

Pulsar does not cover pre-existing conditions either, with one exception: an acute heart attack or stroke is covered regardless of history. An optional upgrade (USD 15,000 or 20,000) covers acute episodes of listed chronic conditions [7].

Is there an age limit?

AXA accepts insureds from birth up to 79 years old on both the annual and single-trip plans, and renews up to 80 years and 11 months (clause VI.3) [1]. The permanent disability cover has its own range: acceptance from 18 to 66 (section III.4.2) [1]. The conditions do not reduce the medical limit by age [1].

Pulsar sells up to age 85 at purchase. From 65 the medical limit applies at 75 percent [7]. A 70-year-old buying Superior has USD 75,000 of medical limit; an 82-year-old can buy Pulsar but is past AXA's acceptance age [1][7].

How long can the trip be?

For the annual plan, AXA's cover applies during the first 45 consecutive days of each trip (definition 46) [1]. For single trips, the period is the one printed on the policy schedule [1].

Pulsar's maximum trip is 180 days, with up to 9 travelers per quote [7].

Is there a deductible?

Yes, in AXA's design. The conditions define the deductible as a fixed amount that applies to the first covered expenses of each claim (definition 15), and the baggage section says the deductible on the policy schedule applies (clause 6.1) [1]. The amount is not in the general conditions [1].

The plans Pulsar sells on its site have no deductible [7].

How do you get care: call first, or pay and claim?

AXA's conditions say that, before taking any action in an assistance situation, the insured must call the assistance company immediately (section IV) [1]. For treatment abroad, the company pays the hospital directly as long as the insured contacts it before the treatment. Without that notice, the insured pays and then files for reimbursement [1].

The conditions also say that if the insured or a representative arranges assistance services on their own, they lose the right to that assistance and there is no possibility of reimbursement "bajo ningún motivo" [under any circumstances] (definition 41) [1]. For outpatient care, a hospital stay under 24 hours or an injury other than a fracture, the insured pays and then claims reimbursement (section III.1, point 6) [1]. A medical emergency is defined as one that happens 75 kilometers or more from the insured's residence (definition 19) [1].

With Pulsar you call first, and at an in-network clinic the clinic bills Pulsar directly. People answer 24/7 by phone at +1 (786) 257-0040 and on WhatsApp at +1 (786) 414-1901, in Spanish, English or Portuguese. In the US, members use Aetna's network [7].

How long do reimbursements take?

A claim must be reported at once and confirmed in writing within 5 business days of learning of it (clause VI.15) [1]. AXA pays within 30 calendar days after the parties sign the adjustment agreement (convenio de ajuste), and owes late-payment interest if it has not paid 30 calendar days after receiving the documents (clauses VI.17 and VI.18) [1]. For baggage, a property irregularity report must be filed with the carrier within 24 hours (III.6.1) [1].

For Pulsar, check the issued plan terms for reimbursement timelines.

Is there telemedicine?

The list of assistance services in AXA's section IV (convalescence hotel, repatriation, legal referral, cash transfer, replacement of forgotten prescriptions, concierge and others) does not include a telemedicine service [1]. The AXA Partners Colombia travel page does list 24/7 telemedicine by app or phone [2].

Pulsar includes unlimited telemedicine on every plan, with no charge per consultation and nothing counted against the medical limit [7].

What if a flight is delayed or I have to cancel?

AXA's Retraso de Viaje cover reimburses food in the airport or terminal, a hotel room and transport when departure is delayed by more than 12 hours (section III.12.1) [1]. Its Protección de Viaje cover pays unused transport and lodging and other prepaid charges when the insured must cancel for named reasons such as unforeseen illness, injury or death of the insured or a close relative (section III.10) [1]. Cancelling the policy itself is different: on a single-trip plan cancelled within 48 hours of the contract start and before the trip, AXA keeps 90 percent of the premium, and in any other case it keeps all of it (clause VI.11) [1]. The amounts are denominated in the currency on the policy schedule and paid in Mexican pesos (clause VI.6) [1].

Pulsar reimburses reasonable expenses for delays over 12 consecutive hours (clause 38) [4]. Flight delay, with Blink Parametric: register your flight 24 hours ahead and get a lounge pass if it is delayed, live now. An automatic USD 50 payment for a delay of 2 hours or more is coming November 2026. Eligible flights per the terms on your voucher.

What is distinctive in AXA's conditions?

Baggage is paid by documented weight, per full kilogram, up to 35 kilograms per passenger (III.6.1) [1]. Sports are covered only as occasional, amateur, non-competitive practice of the activities in the Annex I table (III.1, point 7), which lists activities such as golf, tennis, surfing, trekking up to 4,000 meters and diving to set depths by certification, 18 meters without one [1].

When might AXA be the better choice?

If you want a package of extras in one policy, AXA's list includes accidental funeral expenses, personal liability, baggage, personal money, documents, early return, missed departure or connection and overbooked seats [1]. Pulsar's plans are built around the medical limit per person [7].

If you plan repeated trips in a year, AXA has an annual plan with 45 days of cover per trip [1].

How do I choose?

  1. Find the number. If the limit lives on a schedule, ask for it before you pay.
  2. Ask what you owe first: a fixed deductible per claim, or nothing.
  3. Check the rule for calling before treatment, and what you lose if you pay yourself.
  4. Check the age limit for the oldest traveler and the written payment deadline.
