Pulsar or Universal Assistance: what actually changes when you need a doctor abroad?
Universal Assistance is a travel assistance brand whose Retail LA conditions list emergency phone lines for dozens of countries [1]. This page reads the Single Trip general conditions published on its Chile site, version 40 of October 2025, next to Pulsar's terms.
Their conditions do not list medical limits per plan. Limits, age and duration sit in the voucher's benefits table [1]. So we compare contract against contract, not plan against plan.
Is Universal Assistance insurance, and who stands behind it?
Their conditions say the service "no constituye un seguro médico ni de cualquier otro tipo" [is not medical insurance or insurance of any other type] (clause 1.b) [1]. They define "la prestadora" as "Universal Assistance y/o sus empresas afiliadas o relacionadas según el país de emisión del voucher" [Universal Assistance and/or its affiliated or related companies, depending on the country where the voucher is issued] (1.f.ii) [1].
Pulsar is sold by Asteroid LLC in Aventura, Florida. Assistance and claims are run by MDabroad (US & UK Medical Abroad, LLC), and medical benefits are insured by the insurer named in the voucher email [7].
How are plans, limits and deductibles set?
The Chile page names product tiers: Value, Excellence, Exclusive, Maximum and Million [3]. The conditions say limits are set per product and per trip for each holder, and that illness and accident have separate limits that are mutually exclusive (clauses 1.d, 2.c, 9.m) [1]. Amounts in EUR apply in Schengen countries (2.d) [1]. The conditions print no amounts.
Clause 53 adds that services "podrán tener una franquicia o deducible" [may carry a deductible] per medical event, with the amount in the table [1].
Pulsar's four plans carry medical limits per person of USD 30,000 (Basic; EUR 30,000 on Europe trips), USD 50,000 (Standard), USD 100,000 (Superior) and USD 150,000 (Prime), with no deductible on the plans sold on the site [7].
Do I need to call before I see a doctor?
Yes. Clause 6.a obliges the holder to "Realizar el llamado telefónico para solicitar la asistencia y obtener la autorización de la prestadora antes de tomar cualquier iniciativa o comprometer cualquier gasto" [make the phone call to request assistance and obtain authorization before taking any initiative or committing any expense] [1]. If force majeure prevents it, the holder must make contact within 24 hours (6.a) [1]. Without prior authorization, clause 7.d lets them deny the reimbursement or pay up to what they would have paid through their own network [1].
With Pulsar you call first too. In network, the clinic bills Pulsar directly. People answer 24/7 by phone and WhatsApp in Spanish, English or Portuguese [7].
How does reimbursement work, and how long does it take?
Documents must be submitted within 60 calendar days after the end of the voucher or the trip, whichever comes first (7.e). Claims go through their app, website or offices (7.k) [1]. Their conditions say they "procurará resolver" [will seek to resolve] within 45 days of receiving all required documents (7.l) [1]. Payment is in the legal currency of the country where it is paid, at the official rate of the day before payment (7.h) [1].
For Pulsar, check the issued plan terms for reimbursement timelines.
What about pre-existing conditions?
Clause 8 excludes them: "Quedan expresamente excluidos todos los síntomas y/o enfermedades congénitas o preexistentes, crónicas o no, conocidas o no por el Titular" [expressly excluded are all congenital or pre-existing symptoms and/or illnesses, chronic or not, known or not to the Holder]. Only the first consultation that establishes the pre-existence is recognized, at their sole judgment [1].
There is one exception, in clause 51.iii: "a excepción de infarto agudo de miocardio y accidentes cerebro vasculares que serán cubiertos en cualquier circunstancia" [except acute myocardial infarction and strokes, which will be covered in any circumstance] [1]. Products with a pre-existing benefit on the voucher cover acute episodes (9.l), and an Upgrade de Preexistencia (clause 37) extends cover to listed conditions, including hepatitis and immune-compromising or oncological illnesses, up to the table amount [1].
Pulsar has the same heart attack and stroke exception, with an optional pre-existing upgrade (USD 15,000 or 20,000) for acute episodes of listed chronic conditions [7].
What are the age limits?
Their conditions define the age limit as the minimum or maximum age at issue, and leave the numbers to the voucher (1.f.xi) [1]. The cancellation guarantees exclude holders over 70 at purchase unless the voucher says otherwise (clauses 33 to 35), and Any Reason excludes 75 or more (36) [1].
Pulsar's maximum age is 85 at purchase. From 65, the medical limit applies at 75 percent [7].
How long can a trip be?
Their published conditions do not state a maximum trip length for medical assistance. Duration is on the voucher (1.f.i) [1].
Pulsar's maximum trip is 180 days, with up to 9 travelers per quote [7].
Is there telemedicine?
Clause 9.b describes "Teleasistencia médica": guidance and general health information, which may include a prescription depending on the country [1]. Their Chile page mentions a video consultation that includes prescriptions [3]. Clause 9.n puts all expenses for the services in clause 9 inside the medical limit [1].
Pulsar includes unlimited telemedicine on every plan, at no charge per consultation and with nothing counted against the medical limit [7].
What happens if my flight is delayed?
Clause 46, where the voucher includes it (Chapter II says not every benefit is in every product), applies when the flight or its connection is delayed more than 6 consecutive hours and there is no other transport in that period. They reimburse hotel, meals, taxi, communications and essentials up to the voucher limit, against receipts and an airline certificate; you must contact their center from the airport. It does not apply if the airline reschedules with 6 hours' notice or more [1].
Pulsar today reimburses reasonable expenses for delays over 12 consecutive hours (clause 38) [4]. Flight delay, with Blink Parametric: register your flight 24 hours ahead and get a lounge pass if it is delayed, live now. An automatic USD 50 payment for a delay of 2 hours or more is coming November 2026. Eligible flights per the terms on your voucher.
Can I cancel and get my money back?
You can cancel a voucher within 10 calendar days of issue if cover has not started and no service was used. Once cover starts, the voucher cannot be changed or annulled, and there is no refund for unused time (4.d, 4.f) [1].
Pulsar refunds in full within 10 days of purchase if the trip has not started and nothing was used. After that, 80 percent back or a free date change until 3 business days before cover starts [4][7].
How am I charged?
Their conditions say how reimbursements are paid, in the local legal currency (7.h), but do not state the currency in which the voucher is charged [1].
Pulsar charges in your own currency (COP, MXN, PEN, CLP and others) at the prior day's market rate plus 1 percent, rounded up. A refund is the same amount in the same currency [7].
Anything unusual in their conditions?
If you ask another company for help with the same problem, before, during or after, there is no service or reimbursement (58) [1]. The voucher must be bought before the trip starts, except "receptivo" vouchers bought on arrival (3.c, 4.b), and an extension is possible up to 30 days at their discretion (52) [1]. Doctors they designate are treated as agents of the holder "sin recurso de naturaleza alguna" [without recourse of any kind] against the provider (60) [1].
When might Universal Assistance be the better choice?
If your flight is delayed 8 hours and your voucher includes the benefit, Universal's conditions start paying after 6; Pulsar's current trigger is 12 [1][4]. If you compete in sports, their Sports upgrade covers competitions in suitable venues and search and rescue up to USD 5,000, with a list of extreme sports excluded (clause 41) [1]; read Pulsar's terms on sports before buying [4]. If you want to insure the trip cost, they publish four cancellation guarantees, up to Any Reason (33 to 36) [1], which this page does not compare. They also publish a separate Annual Multi-Trip document [2], and receptive vouchers can be bought within 48 hours of arrival (4.b) [1].
How do I choose?
Four checks work for any product. First, ask for the benefits table, not the brochure, and look at the medical limit per person and per event. Second, read the clause on prior authorization and see what is paid if you cannot call. Third, read the pre-existing clause, including any exception for a heart attack or stroke. Fourth, find the reimbursement deadline and how long payment takes, and see whether it is written down.
